  • move FE dir out of oneid-ecs-core
  • fix all pipelines accordingly
  • disable Quinoa for all deployment env
  • keep Quinoa only for dev purpose (using maven or docker compose)

feat: manage Quinoa

- disable Quinoa in all environment except for local development, and docker compose of course
- reduce build time
